As provided for in RCW 90.58.900, the SMA is exempted from the rule of strict construction. The city shall therefore interpret the SMP not only on the basis of actual words and phrases used in it but by also taking purposes, goals, and policies into account. (Ord. 2112 § 3 (Exh. C), 2013).
