A sign permit is a Type I action and shall be processed in accordance with the procedures set forth in BMC Title 11, Administration of Development Regulations. No sign shall be erected, re-erected, attached, structurally altered, or relocated by any person, firm or corporation from and after the effective date of the ordinance codified in this section without a sign permit issued by the city. The director shall issue all sign permits. No permit is required for the repair, cleaning, repainting or other normal maintenance, nor for changing the message of a sign on a sign designed for changeable copy, as long as the sign structure is not modified in any way.
