It is determined upon the basis of engineering and traffic investigation that the speed permitted by state law upon the following streets is greater than is reasonable or safe under the conditions found to exist upon the streets and it is declared that the speed limit shall be the miles per hour as herein designated when signs are erected giving notice thereof:
