No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of lawful traffic movement and with the right side wheels of the vehicle within 12 inches of the curb except where there is no curb installed, with the left side wheels of the vehicle at least 24 inches from the right edge of the travel portion of the roadway.
